Established in 2005, Beyar Local
Support Organization (BLSO) is a civil society organization formed
by the local communities of Beyar area (47 Villages) represented
by the Village Organizations (VOs) and Women Organizations (WOs)
and other village based community institutions. Beyar covers an
area of 975 Sq. Km with a total population of 25,773 and 3,214
households. Over more than two decades, these grassroots community
institutions have not only provided their members with the
opportunity to develop their capacities in collective action,
project planning and management but nurtured them as community
leaders. The result of this human development has been reflected
in the local government system where more than seventy percent of
the representatives came from village based institutions (VBIs).
In the context of Beyar, with the changing socio-economic
environment, the century old tradition of reciprocal help, mutual
respect, collectivism, pluralism, shared vision of managing
natural resources and effective institutional arrangement for
ensuring human rights to provide the helpless with justice have
been key characteristics of the area. These values helped the
inhabitants of Beyar valley to create a strategic partnership with
a range of stakeholders including AKRSP, AKDN agencies, government
supported projects to undertake a number of developmental
initiatives both in social and economic sectors. The impact is
also visible in the form of increased social capital, development
of replicable community development model and reduced poverty. To
sustain growth and development in Chitral the most isolated
district of Pakistan, a need for a sustainable institutional base
representing the grassroots communities always existed in the
rural society. BLSO is one of the second layer intermediary
community organizations with the objective of eradication of
poverty and gender inequalities in Beyar area and promotion of
civil society.
